Purpose Of Position
The purpose of this position is to be responsible for the safe and efficient operation of Equipment support, equipment maintenance, and light and heavy vehicles on assigned projects or activities of a public works nature. The position requires manual labor, completed alone or as part of a crew. You will perform a variety of manual tasks and activities, i.e., perform work in stormwater maintenance. Work includes on-site maintenance, cleaning, servicing equipment, emergency needs, vehicles, tools, and the work area. Inspects vehicles for required supplies, materials, and equipment. Observe and follow safety procedures and precautions at work sites. This position is designated among essential personnel and requires reporting to work during all significant weather events or emergencies.

Essential Functions

  • Drives and operates various Stormwater Department equipment and vehicles to accomplish a variety of tasks, including, but not limited to, hauling, dumping, and spreading gravel, sand, asphalt, plowing snow, picking up and hauling debris, and transporting Stormwater Department equipment, tools, and material. Performs various vehicle and equipment maintenance duties, including, but not limited to, performing preventative maintenance and assisting mechanics as needed. Reports equipment failures/deficiencies to supervisor as required.
  • Clears and maintains creeks, channels, storm drains, welds, guard rail repair, and camera recordings of pipes/drains, including, but not limited to, hauling and spreading materials, loading, and unloading various items such as dirt, debris, brush, yard waste, discarded furniture and appliances, trees/limbs, cement, construction materials, and repairs stormwater drainage pipes.
  • Performs a variety of labor-intensive duties, including, but not limited to, cleaning vehicles, job sites, and shop/garage, loading and unloading vehicles, patching and repairing storm drains, inlet boxes, channels, shoveling gravel/concrete (other material as needed), trimming and /or removing trees.
  • Performs a variety of vehicle and equipment maintenance duties, including, but not limited to, monitoring/checking vehicle lighting systems, brakes, horns, safety devices, and gauges, checking fluid levels, performing preventive maintenance, and assisting mechanics as needed. Reports equipment failures/deficiencies to supervisor as required.
  • Maintains a safe work area, including places and removes cones, barricades, and warning devices, and/or directs traffic at work sites to ensure the safety of work crew and public; cleans up work sites upon completion of the job; picks up all tools and equipment; secures the job site if returning later; washes vehicles and equipment as needed; cleans up shop areas; maintains tools and equipment in safe and operable conditions; safe use, mix, and dilute all chemicals according to direction labels; and when operating motor vehicles, observe safe driving principles and practices.
  • Responsible for the application inventory, distribution, storage, procurement, and spraying of herbicides, pesticides, chemicals, and fertilizers in one or more areas: roadsides, rights-of-way, ditches, and easements.
  • Prepares the job site for chemical preparation, identifies vegetation, determines the proper mix of chemicals to apply, determines the spraying equipment to utilize, checks weather conditions, and may notify area owners.
  • Maintains accurate daily records of areas sprayed in compliance with EPA regulations; documents a description of the area, time of day, temperature, rate of chemical, wind conditions, type of chemical, the amount applied, and related costs associated with each sprayed area.

  • Remains competent and current through self-directed professional reading, attending professional development courses, and attending training and/or courses as directed.
  • Performs other duties and functions as assigned, required, or directed, or which are necessary, readily apparent, or related to other duties and responsibilities.

KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge of materials, methods, and tools involved in the construction of highways, road curbs, and gutters. Safely and correctly apply road construction and maintenance techniques. Safely operate light and heavy road maintenance and construction vehicles and equipment.
  • Knowledge of how to safely operate, but not limited to gas-powered jackhammers, tampers, saws, backhoes, grade all, 1- or 2-ton trucks, mini and large excavators, off-road vehicles, industrial mowers, skid steers, chain saws, or woodchippers.
  • Ability to adhere to the personal protective equipment (PPE) policy and maintain individually provided PPE in a functional condition. All uniforms and PPE should be clean and equipped when scheduled to work.
  • Attend shifts according to company policy. This position is subject to responding to emergencies after normal working hours. Occasional overtime required. Ability to be flexible with last-minute schedule changes, location changes, and time of shift change.
  • Establish and maintain effective working relationships with City employees and officials, representatives of outside agencies, and the general public. Both verbal and written communication, including conveying and following instructions and providing information to the public. Understand and follow instructions and communicate effectively, as required.
  • Knowledge and adherence to all applicable State and Federal laws; local ordinances; City and Departmental policies, procedures, rules, and regulations. Knowledge and adherence to the Texas Motor Vehicle Code and other codes, laws, and statutes relating to the given position.
  • Hands-on experience with Microsoft Suite, Database management, and web applications.
  • Endeavors to continuously improve the services provided to the citizens of Tyler.

Physical characteristics: The job requires to be able to twist and kneel for up to 6 hours daily: bend, turn, climb, crouch, and crawl up to 2 hours daily; stoop for up to 3 hours daily; walk, sit, and stand up to 4 hours daily; grasp objects up to 8 hours daily, lift and carry up to 80-lbs., push or pull up to 20-lbs., grasp up to 8-hours. May be exposed to vehicular traffic and must follow all maintenance of traffic (MOT) procedures.

Environmental factors: This is an essential department, all staff will be called to SERVE with all storms, catastrophes, emergencies, or as otherwise needed. Physical ability to work under temperature extremes and for extended hours. Working within confined spaces can be necessary for some tasks. Working in the proximity of light and heavy machinery.
Minimum Qualifications
High School diploma or GED preferred. Must have one (1) year of experience in the care and handling of a 3-ton and/or 5-ton dump truck safely around others, as well as the mechanical experience to make minor repairs on the equipment listed above. A combination of education, experience, or training that has prepared the incumbent to perform the essential duties of the position. Must have a Texas Class "A" Commercial Driver's License with air brake endorsement and a good driving record throughout the length of employment. Must have a strong work ethic and be able to manage time to meet deadlines effectively.
